According to the announcement of the Ministry of Finance on 7 October 2026, the application of Cabinet Resolution No. 413 of 2026 on the advance collection of customs duties and tax deposits through the ASYCUDA system was stopped, a resolution which entered in application only on 1 October 2026. The resolution was obliging the importer to deposit the amounts with the bank and to have the duties calculated and paid in advance before the external transfer is executed.
Our observation. From our side we note that the announcement, as far as we have seen it, is not detailing the alternative collection procedure nor the treatment of the amounts which the importers already deposited between 1 and 7 October, and we cannot confirm at this stage that a refund or set-off mechanism is available. For this reason we advise the importers to go back to their banks and to the General Commission of Customs to enquire on the fate of these amounts and to keep all the electronic payment receipts because these will be the base of any settlement request later.
