According to the statement of the Media Office of the Prime Minister, the Council of Ministers decided in its 23rd regular session on 13 October 2026 to exempt the imported food and medicines from the customs duties with effect from 7 October 2026. The statement did not include the decision number nor a specification of the tariff lines covered nor the duration of the exemption.
Our observation. From our side we see that the decision is opening practical questions which cannot be answered before the executive instructions are issued: which tariff lines are covered exactly and whether the raw materials entering in the food and pharmaceutical industry are included, how the duties already collected on the declarations completed between 7 and 13 October are to be treated, and which documents are required to prove the entitlement. We advise the importers to collect their customs declarations of that period and to follow the instructions of the General Commission of Customs, noting that the availability of a refund is not confirmed until those instructions are issued.
قرار مجلس الوزراء (جلسة 13 تشرين الأول) – إعفاء الغذاء والدواء المستورد من الرسوم الكمركية
بحسب بيان المكتب الإعلامي لرئيس مجلس الوزراء، قرر مجلس الوزراء في جلسته الاعتيادية الثالثة والعشرين بتاريخ 13 تشرين الأول 2026 إعفاء المواد الغذائية والأدوية المستوردة من الرسوم الكمركية اعتباراً من 7 تشرين الأول 2026. لم يتضمن البيان رقم القرار ولا تحديداً للبنود الكمركية المشمولة ولا مدة الإعفاء.
تعليقنا. من جانبنا نرى أن القرار يفتح أسئلة عملية لا يمكن الإجابة عليها قبل صدور التعليمات التنفيذية: ما هي البنود المشمولة تحديداً وهل تشمل المواد الأولية الداخلة في الصناعة الغذائية والدوائية، وكيف تُعامل الرسوم المستوفاة فعلاً على البيانات المنجزة بين 7 و13 تشرين الأول، وما الوثائق المطلوبة لإثبات الاستحقاق. ننصح المستوردين بتجميع بياناتهم الكمركية لتلك الفترة ومتابعة تعليمات الهيئة العامة للكمارك، مع التنبيه إلى أن إمكانية الاسترداد غير مؤكدة حتى صدور تلك التعليمات.
