CMC – draft Digital Content Regulation

The Communications and Media Commission put the draft Regulation of the Digital Content in Iraq to public consultation and fixed in its announcement the end of the official working hours of 12 October 2026 as the last date for receiving the observations. According to the announcement, the draft is targeting the digital content available to the public in Iraq or directed to it, and it is seeking a balance between the freedom of expression and the flow of information on one side and the legal and professional responsibility and the rights of the individuals on the other side.

Our observation. From our side we note that the draft is not in force, and that any registration requirements or obligations it may contain for the platforms, the content creators and the advertisers remain subject to the final text to be issued by the Board of Commissioners. We advise the concerned parties to follow the website of the Commission, and we will comment on the final text once it is issued.
