The Communications and Media Commission put on 23 September 2026 the draft regulatory framework for the artificial intelligence services in Iraq to public consultation for thirty days from the date of the announcement. According to the announcement, the draft is dealing with the rules of use and development of the AI services, the protection of the data of the users, the security and transparency requirements, with consideration to the digital sovereignty, the public interest and the support of innovation and investment.
Our observation. From our side we see that the draft is concerning the companies which are providing or integrating AI services directed to the Iraqi public, because the final text may include licensing or compliance requirements, but the scope and the conditions of such requirements cannot be confirmed before the regulation is issued in its final form. We advise to follow what the Commission will issue after the end of the consultation period.
هيئة الإعلام والاتصالات – مسودة الإطار التنظيمي لخدمات الذكاء الاصطناعي
طرحت هيئة الإعلام والاتصالات في 23 أيلول 2026 مسودة الإطار التنظيمي لخدمات الذكاء الاصطناعي في العراق للاستشارة العامة لمدة ثلاثين يوماً من تاريخ الإعلان. بحسب الإعلان، تتناول المسودة ضوابط استخدام وتطوير خدمات الذكاء الاصطناعي، وحماية بيانات المستخدمين، والمتطلبات الأمنية والشفافية، مع مراعاة السيادة الرقمية والمصلحة العامة ودعم الابتكار والاستثمار.
تعليقنا. من جانبنا نرى أن المسودة تهم الشركات التي تقدم أو تدمج خدمات ذكاء اصطناعي موجهة للجمهور العراقي، لأن النص النهائي قد يتضمن متطلبات ترخيص أو امتثال، غير أن نطاق تلك المتطلبات وشروطها لا يمكن تأكيدها قبل صدور اللائحة بصيغتها النهائية. ننصح بمتابعة ما ستصدره الهيئة بعد انتهاء فترة التشاور.
